Identification & Placement

In Minnesota, an EL is defined as a learner who first learned a language other than English, comes from a home where a language other than English is usually spoken, or does not use English as a primary language.

* During the registration process, all parents/guardians fill out a Home Language Questionnaire (HLQ). If a language other than English is indicated on the HLQ, the school secretary or counselor makes a copy of the HLQ and gives it to the EL teacher who works in that school.

* In accordance with Minnesota state guidelines, the EL teacher will assess the student's social and academic language proficiency. If the student qualifies for the services, parents will be notified within ten days.
